Dr. Maria Kostyal graduated from the Budapest University of Economics, where she later obtained a PhD degree. She is Assistant Professor at the Agriculture and Rural Development Department of the same university. Between 1993 and 2000, Maria was Program Director of the Hungarian office of the Agricultural Cooperative Development International (Washington D.C, USA), that realized development programs financed by USAID. She worked for the Hungarian office of Belgian Ecotec Management Services (EMS), the Independent Evaluator of EU Phare projects in Hungary, contracted by the European Commission (DG Enlargement, Evaluation Unit).

Maria continued the same work with EUROPE Ltd. which obtained the Independent Evaluator framework contract in January 2004. She leads the evaluation team. She covers Human resources development - Political criteria (Roma), European Social Fund, Civil society development, Health care, and Social - projects as well as Agriculture and Food safety projects. She published two books on agricultural enterprise planning and management.
